The most interesting of uninteresting races - Sakhir GP preview
A couple of weeks ago, it felt that F1’s final triple header of 2020 was going to be a quiet affair. After Mercedes and Hamilton wrapped up their respective titles, it seemed that the main story for the 3 races in the Levant would be the battle for 3rd in the constructors’ championship. Yes, there were still races to be won, and some seats up for grabs, and the Perez-Albon axis would be a focal point for pundits, but it felt very much like the twilight of the season.
Well, F1 comes at you fast (literally), and even more so in 2020, it seems. On Sunday, Hamilton’s 11th win of the season was overshadowed by Grosjean’s massive crash and the ensuing conversation over safety and what went well and not so well. After the race, it felt like this topic and Grosjean’s recovery would be the main story of the week, but then, for the third time, a driver caught COVID, and this time, it was the champion-elect.
Lewis Hamilton tested negative three times during the race weekend, but started feeling symptoms on Monday morning, and had two positive results on that day. The announcement the following day sent the F1 world into a spin. It would be the first time since Brazil 2006 that an F1 grid would not include Hamilton, and, given his dominance throughout the season, any race without him suddenly becomes a much more open and intriguing affair.
But even more crucial than that was the question on everyone’s mind: with Hamilton ruled out of (at least) the Sakhir GP, who would step in for him at Mercedes?
The reserve driver Stoffel Vandoorne was the most obvious choice. Already acquainted with the team and the car (at least via simulator), the Belgian was wrapping up preseason testing for the upcoming Formula E season and was already planned to fly to Bahrain anyway. But the Mercedes hierarchy had him as a number two choice, as this was a major opportunity for them to test the heir apparent to the team in their actual car.
It is no secret that Mercedes reached out to Williams to enquire about the availability of George Russell for 2021, before making the decision of giving Bottas another 1-year extension. The Grove-based team told them they did not wish to release him from his contract for next year, but there was no doubt that Russell was a strong candidate to take one of the Silver Arrows seats for 2022. And if Hamilton decides to continue into the new F1 era that will start in that season, then it is Bottas’ seat that will be, once again, in question.
This was, then, the perfect opportunity for Mercedes to evaluate their protege in an actual race environment, and have him go toe-to-toe with his main rival for that seat. I don’t think anyone in the team is expecting Russell to beat Bottas outright, but he won’t need to either. If he stays close to the Finn in the timesheets and impresses the team with work ethics and commitment, he will be taking a huge step towards securing that dream move.
Bottas, on the other hand, will be perfectly aware of this, which puts some additional pressure on him to perform. He cannot afford to be beaten by his one-weekend teammate; that would absolutely seal his fate for 2022. Ultimately, there might not be much that he can do to help his cause. Even if he does win the race and keeps Russell comfortably at bay, it will be the youngster’s performance that will be of more interest to the team. If Russell does well enough, there is nothing Bottas can do.
It is crazy that a race at the tail end of the 2020 season can have such deep ramifications into the 2022 season, but this has been a crazy year in more ways than one. This one-off race in a crazy layout of the Sakhir circuit will see two debutants and a stand-in for the champion-elect, while two drivers recover from health issues. There will be plenty of interest to see how all these permutations will affect the weekend, and what these out-of-place drivers can achieve. And, most importantly, we might even see the Mercedes 2022 line-up take shape.
Talking points
• Another driver under pressure to perform this weekend will be Latifi, whose seat is not in danger but that will be left to look silly if he is beaten by his teammate. Also, the shuffle up front puts even more pressure on Albon, who will be expected to beat his good friend George, since he is much more accustomed to his car. As if he needed any more pressure on him.
• Stoffel Vandoorne ended up being the big loser in the Mercedes decision. The Belgian driver just does not seem to get a lucky break with F1: after two years at a McLaren close to its lowest point, he doesn’t even get the chance to fulfil his role as reserve driver for the best team ever in the history of the sport. Perhaps it is best that he focuses his career elsewhere, as his FE car also seems to be capable of fighting for wins and getting into the title fight.
• Wednesday morning saw most of the big announcements of the week in terms of driver swaps, but the best news of that day was Grosjean’s release from hospital. After that enormous scare, it was fantastic to see him walk out with a huge smile on his face, and hearing him say that he wanted to return for the Abu Dhabi GP, for what will be his F1 swan song. Absolutely nothing will beat seeing him back on the grid for that.
• His vacated seat at Haas, as well as Russel’s vacated seat at Williams, will provide the opportunity to two drivers to have their debut in F1. Pietro Fittipaldi will stand in for the Frenchman at Haas; the Brazilian is the team’s reserve driver and spent the year in the garage with them, so will be well acquainted with the team members and their procedures. The same can be said for Jack Aitken, who will run for Williams. After an unlucky run with Campos in this F2 season, this will be a richly deserved reward.
• Fittipaldi’s run with Haas will not represent an opportunity for him to stake a claim on one of their seats for next year, as the team announced their line-up, confirming the rumours that had been circulating for a few weeks. Mick Schumacher and Nikita Mazepin, respectively first and third in the F2 championship, will be driving in F1 for the American team. The return of the Schumacher name was expected and it will be great to see Mick test his talent at the highest level. He hasn’t blitzed the field this season, but rather has impressed with consistency and regularity, traits that bode well for a future champion.
Mazepin arrives with the tag of paid driver - which isn’t in itself incorrect, but is one that glues to the skin of the driver and is incredibly difficult to remove, regardless of results. The Russian has been slowly climbing the table in F2, having won 2 races. However, his general demeanour and attitude, on and off the track, leaves many question marks over this decision. His father brings significant backing to the team, but if he doesn’t clean his act the negative impact of his behaviour can be costly for Haas.
• I am truly excited to see a completely different layout this weekend. The current calendar (2020 exceptions aside) features tracks with so many similarities, it is truly refreshing to see a short, ultra-quick layout, just to shake things up. Qualifying risks being quite the mess, and lapped cars will be a nuisance to the leaders, but I, for one, can’t wait to see them blast around Bahrain’s outer loop.

Collapse in HGV apprentices behind empty shelf crisis, warns Labour
A collapse in the numbers of people signing up for transport and warehousing apprenticeships has driven the current delivery crisis causing empty shelves in supermarkets and shortages at fast-food chains, Labour has claimed.
The party released figures showing that entrants on transportation apprenticeships have fallen by almost half (49 per cent) since 2015/16 and by a massive 83 per cent for warehousing and distribution.
Future transport spokeswoman Kerry McCarthy blamed the government for failing to ensure the supply of new drivers in an industry facing the “ticking time-bomb” of a rapidly ageing workforce, with the average person behind the wheel of an HGV now 55 years old and fewer than 1 per cent aged under 25.
With drivers reaching retirement at a rate of 6,000 a year and others leaving the profession because of , the current crisis can be expected to worsen unless urgent action is taken to attract more young people onto apprenticeships, she said.
Recent weeks have seen major chains including Nando’s, McDonald’s and Greggs blame distribution problems for shortages preventing them from serving popular items to customers, while the boss of Iceland supermarkets has warned that the supply chain crisis could “cancel” Christmas.
The Road Haulage Association says the UK is around 100,000 drivers short, with Brexit and Covid blamed for worsening chronic labour shortages in the industry.

In July, ministers announced a short-term relaxation to limits on drivers’ working hours and said measures were being taken to increase the throughput of HGV driving tests in response to the crisis, after the pandemic led to a 30,000 fall in the number of drivers getting their heavy goods licences last year.
But the government has resisted industry calls for a relaxation of immigration rules to try to attract back some of the thousands of drivers from EU countries who have left the UK since Brexit.
And Labour today accused the government of failing to ensure adequate supplies of home-grown drivers, pointing to figures showing that numbers of trainees in key apprenticeships were falling long before the impact of the virus and EU withdrawal was felt.
Numbers on transportation operation and maintenance courses fell from 16,620 in 2015/16 to 8,430 in 2020/21, while starts on warehousing and distribution roles declined from 14,860 to 2,500 over the same period.
“The shortage of drivers is now visible on a daily basis through empty shelves in shops and closures on our high streets,” said Ms McCarthy.
“But these stats show things are likely to get even worse, as the government has failed to encourage young people into the industry to replace retiring drivers. This is completely unsustainable.
“It is increasingly clear that the government does not have a plan to address a national crisis that is grinding our economy to a halt.”
With only 3,000 vocational driving tests being taken a week, she warned it will be months before the huge shortage in drivers is filled. And she said it was dangerous to rely on longer hours for drivers to keep the supply chain moving.
Labour has called on the government to work with the Migration Advisory Committee to determine whether HGV driving should be designated a skills-shortage profession under the immigration points system, to allow the recruitment of more foreign drivers.

To say that 2020 was a rollercoaster would be an understatement. The Coronavirus has impacted almost every aspect of life and the FM world is no exception. However, it is important to find silver linings as the world begins to find its feet.
Although the pandemic is far from over, 2021 presents a chance to reflect on all that has happened, recognise the challenges faced and spot the opportunities for growth and development. So, what can be taken away from this experience?
The impact of the Coronavirus
Navigating these unprecedented times has required total transparency with clients – complete candidness about changes to services and new measures that must be taken. Like the rest of the world, many clients have been faced with uncertainty or cash flow worries causing them to turn to suppliers for compassion and flexibility.
A recent survey by Skynova showed that four in five businesses lost their biggest client during the pandemic. As a result, FM providers have been required to adapt quickly to the changing government regulations as well as the impact that these new restrictions are having on clients’ individual circumstances.
Often, this has led to providers using their discretion to accommodate clients’ financial situations. It has also meant reacting to closures, or swiftly revising services to provide additional cleaning where necessary.
While this has without doubt had its challenges, the sudden need for camaraderie and goodwill has in many cases strengthened relationships between FM providers and their clients. Not only has the pandemic resulted in an increased level of client trust, it has also clarified beyond doubt the unrivalled level of expertise that true specialists can offer.
The future of client relationships
While it is impossible to predict exactly what a post-Covid world will look like, the improved relationship with clients is already leading to a heavier reliance on leading FM providers for business support and advice.
Rather than operating as a separate entity, FM professionals are becoming more integrated into the operation of an organisation. Clients are more likely to involve trusted FM in central decision-making regarding future plans, turning to them for guidance on how best to operate in line with legislation, and working with them closely to develop tailored solutions.
This new dynamic means that providers are also being asked to assist with a wider range of services, including those previously out of scope, because of their ability to demonstrate flexibility and innovation throughout the pandemic.
This is particularly the case for operators that are part of a multi-business unit. Whether it is due to the financial strain of the virus or a direct result of their improved relationship with providers, clients seem to be more alert to opportunities to bundle multiple services under one contract. They are actively looking to negotiate deals by drawing on the scale of larger suppliers in a bid to drive value.
The return to work: future challenges
Change is not going away. Making sure that the systems put in place continue to provide a safe environment for workers is an ongoing responsibility for FM providers. It requires a fully flexible approach by all parties involved and an open and honest dialogue to maintain the appropriate standards.
As employees return to work, this role will become more challenging. FM providers will be responsible for minimising the psychological unease of workers, as well as dealing with the physical complications caused by a much higher footfall. While social distancing rules are in place, delivering services, such as regular cleaning, without causing major interruption to areas occupied by employees will require intricate planning and cooperation.
Then there is the issue of cost. Most clients are currently spending significantly more on hygiene services than they were pre-Covid, but for some this may be unsustainable. As life progresses into a new ‘business as usual’, FM providers will be faced with the challenge of balancing employee reassurance with total expenditure, ensuring that all parties remain satisfied.
Preparing for the future
Change is never easy. However, there are numerous steps that FM providers can take to prepare for the future.
Involve employees of clients:
Do not make assumptions without the relevant information. To care for the wellbeing of a workforce, suppliers need to know what drives them to perform at their best. They should work closely with clients to involve their employees in planning processes – how do they feel?
Last summer, Bupa Health Clinics found that 65% of people were anxious about returning to work. If there is nervousness about using public transport, for example, then FM providers can plan short term, and possibly long term, solutions for a higher demand for parking spaces.
Be seen to be clean:
Communication is key. Hygiene is one of the biggest concerns about returning to work with a survey by Totaljobs revealing that more than 1 in 3 are worried about cleanliness in the workplace. Therefore, it is important to provide workforces with visible reassurance that the necessary steps are being taken to ensure their safety.
Move out of hours cleaning to within working hours where possible. Give members of the cleaning team different uniforms to demonstrate their individual roles and responsibilities. It is also important to note that without displaying adequate signage and instructions to clearly highlight the new cleaning systems and processes in place, some efforts to provide reassurance could be going to waste.
Future proof:
Ensure changes are long-term, not temporary. Unfortunately, Covid-19 is likely to continue to impact businesses in the coming months and even years. Consider how practices can be easily adapted to prepare for changing regulations.
It is crucial that cost is sustainable for clients when planning long-term. How can the labour structure be altered to provide a focus on Covid-19 imperative tasks, while reducing or ceasing other less important tasks? In which areas can staff be multi-skilled to allow them to take on additional roles? This means fewer cleaning staff would be needed while reducing costs on the clients’ behalf.
Review use of space:
Could space be used more effectively? Be creative in reimagining how people can be distributed more evenly, reducing the risk presented by clusters of employees. Encourage the right behaviours with clearly signposted one-way systems and social distancing measures and check there is a well-maintained air extraction system.
It may also be necessary to prepare for any further support that may be required in terms of additional event space for clients whose limited real estate is overwhelmed.
Utilise new innovations:
Encourage people back to normality by introducing new technology such as food pre-order systems and dining room usage monitoring apps. Those providing cleaning services should also consider new technology to establish whether they could make cost or time efficiencies, whilst maintaining high quality cleaning.
Take full advantage of innovative cleaning products. Ozone, for example, is a pale blue gas which protects us from the sun in the earth’s ozone layer. Tap water can be infused with Ozone to create an all-natural solution which kills 99.99% of harmful bacteria and many viruses.
Ultimately, there is no proven method for successfully navigating the months ahead. Every business is different. Therefore, employers shouldn’t be afraid to experiment with different solutions to learn what works for them. Remember – no one size fits all!

3. Collaborate with competitors
This might sound counterintuitive, but this is the time to pivot and think of new ways to get people to spend money. Sometimes a collaboration actually reaches more people, and there are ways to market together by still showing each business's unique features.
The campaign for “Got Milk?” was actually put together by a bunch of dairy farmers who were technically in competition. But the campaign created a big spotlight on milk, which in turn got people talking and spending money. It was less about each specific brand and more about the product.
4. Find funding
Head to Google and search for COVID-19 Small Business Funding (Your City). Kedma told us how there are many ways to get funding, but they aren’t highly marketed because they are more niche and specific.
So set some time aside and start doing a little research, go below the surface and see how your gender, demographic, and type of business might be able to receive other types of funding. A lot of help for small businesses is out there, so don't throw in the towel too easily.

Sports investor Bruin Sports Capital received $600 million more to spend. According to the New York Times, Bruin Sports Capital is a sports investment and management company that invests in the technologies of media, marketing, and data surrounding sports. After raising $600 million from two even larger investors – CVC Capital Partners and the Jordan Company – Bruin Sports will be able to expand its portfolio of investments, which already include data analytics, media and streaming companies, and a fledgling drone-racing league. Currently, Bruin, led by Sport Business Handbook contributor George Pyne, has nearly $1 billion invested, including significant stakes in six companies across the modern sports landscape, from sports media start-ups such as The Athletic to a live-event provider selling high-end trips to events like the Super Bowl and the NFL draft. Overall, Bruin Sports Capital’s guiding philosophy is that people under 40 watch and consume sports and media in radically different ways from their parents – and this is likely how the strategic company will invest its newly-acquired $600 million: toward attracting future generations of sports and tech fans.
As “Ford v Ferrari” prepares to open nationwide, with Oscar in its sights, the Raiders have announced Desert Ford Dealers Las Vegas as founding partner of their new Allegiant Stadium. The tie-up also sees Ford, which has five dealerships across Las Vegas, named as the official vehicle of the Raiders. The deal gives Ford a year-round presence throughout Allegiant Stadium including pre-game tailgate activations and naming rights on the north gate entry. Construction on the $1.8 billion stadium is due for completion July 21. Said Raiders president Marc Badain, “We are excited to add another world-wide brand to the Raider family and for the annual activation and tailgating experiences this partnership will provide to our fans.” Set to open this Friday, “Ford v Ferrari” focuses on the relationship between visionary car designer Carroll Shelby (played by Matt Damon) and British driver Ken Miles (Christian Bale) as they worked to develop the Ford GT-40 car that swept the 1966 24 Hours of Le Mans. In case you’re wondering, the original cars sold and licensed by Ford in the 1960s have great value. A 1965 GT-40 roadster prototype was sold in August at a Monterey, CA auction for $7.65 million.
While the majority of America's top high school basketball talent chose to spend the year in college where they will earn $0 in wages, LaMelo Ball and R.J. Hampton chose to spend the year in Australia's National Basketball League, where they will earn $68,400. Ball was unlikely to be NCAA eligible anyway after playing professionally in Lithuania, but Hampton had full eligibility at an American college. Instead, he chose the path he thought would best prepare him for the NBA. Hampton's decision embodies the modern challenge facing college basketball, but fears over this becoming the new normal are exaggerated. After all, thanks to a new collective bargaining agreement on the horizon, the "one-and-done" era will likely end soon. And when it does, these alternative paths will be moot. We've seen international prospects make noise before, but we've never seen two young Americans — both active on social media with big followings: Ball has five million Instagram followers while RJ has 430,000 – playing overseas while their former classmates play on campuses. Should be a fun storyline to follow this college basketball season and into next year’s NBA Draft.
As MLS once again crowned the Seattle Sounders as their champion, the average value of an MLS franchise has climbed 30% from $240 million to $313 million, according to Forbes. The year-on-year growth outpaces the rising team values in the NBA, which were up 13%, as well as the 11% increase in the NFL, an 8% rise in MLB, and a 6% climb in the NHL. Atlanta United remains the most valuable MLS franchise for the second straight year at $500 million, up from $330 million in last year’s rankings. The club’s revenue soared from $47 million to $78 million, resulting in an operating income of $7 million. Atlanta United are closely followed by the L.A. Galaxy ($480 million), with LAFC ($475 million), MLS Cup Champion Seattle Sounders ($405 million), and Toronto FC ($395 million) rounding off the top five. Despite the increase in team values, Forbes estimates that just seven of the league’s 24 teams turned a profit last season, with Toronto FC recording the biggest loss of $19 million. However, that has not stemmed the demand from investors looking to own an MLS franchise, even though expansion fees have soared to $200 million
In similar sports engagement news, a new study from Telemundo Deportes was welcome news for brands looking to engage with Hispanic fans. Telemundo Deportes, in partnership with Turnkey Intelligence-MarketCast, reports that Hispanic fans show 15% higher propensity to support sponsors on television and elsewhere than non-Hispanics, “by trying, buying, or recommending a product or service,” according to the study. Additionally, 57% of Hispanic sports fans who consume Spanish-language media would try, buy, or recommend a product or service — a 22% increase over non-Hispanics. Among the report’s other highlights, more than three-quarters of Spanish-language media consumers consider the FIFA Men’s World Cup a “can’t miss event.” 81% of Hispanic sports fans watch sports on television, predominantly at home, and were somewhat less likely than non-Hispanic fans to follow sports on other media platforms such as streaming services, social media, and online news sites. It’s never too early to prepare for the World Cup. Even though the 2022 event in Qatar is later than normal in the calendar due to brutal summer heat in that country – it kicks off in almost three years to the day – brand marketers should take note of this timely study.
The New York Knicks and New Jersey Devils broadcasts will soon feature FanDuel betting. According to Bloomberg, FanDuel will become an official sports gaming partner for broadcasts of the NBA’s Knicks, as well as the exclusive sports gambling partner for broadcasts of the NHL’s Devils. Also, New York Rangers hockey telecasts will include FanDuel commercials, but not betting-related content. Devils telecasts will have updated betting odds in a scrolling sidebar during each intermission. The partnership also will include a mix of in-game and halftime spots, branded content, and commercials. Prior to the Knicks halftime show, the network recently began showing a five-minute segment called “Inside the Lines,” devoting that time to look at the NBA betting landscape. A similar one-minute NHL-focused show will air leading into every Devils pregame show. Sports betting companies increasingly are signing deals with pro sports teams and media entities in places where betting on games is legal, and more teams will sign deals with betting partners as state by state legislation continues to relax on sports betting.
Privacy-focused messaging app Signal is making waves in the NBA, NFL, and NCAA. Tampering issues loom over professional sports and a widespread federal investigation still lingers over the NCAA landscape, meaning that the desire for privacy, encryption, and even disappearing messages has increased. For public schools in college sports, the app has emerged as an outlet to avoid jeopardy under Freedom of Information Act requests and to circumvent NCAA amateurism rules. In pro sports, Signal is used to combat the uptick in tampering enforcement. According to Yahoo! Sports, all the messages, photos, and documents passed back and forth are heavily encrypted on Signal. In the NBA and NFL, Signal spans every level from players to executives. In the wake of an NBA free agency period in which news of deals was broken prior to the formal start of the free agency round, NBA commissioner Adam Silver announced stricter enforcement of rules for tampering and salary-cap circumvention. While the Signal app was originally created for use in politics, the sports world has been using its security features to avoid legal repercussions for phone conversations or texts or, simply, an escape from stardom.
Total advertising on connected TV devices and platforms will grow 37.6% in 2019 to hit $6.94 billion, forecasts eMarketer – and surpass $10 billion by 2021. “When looking at ad revenues, YouTube, Hulu and Roku are the leaders in this market,” eMarketer lead analyst Eric Haggstrom shared with Cynopsis. “Users of these platforms are likely either cord-cutters or cord-shavers. That means some TV ad buyers are willing to pay a premium to reach users who are difficult to reach via traditional TV ads. These platforms are also bulking up their targeting, programmatic and attribution capabilities in order to attract buyers from the digital world.” While these numbers comprise all programming, including sports, major recent deals that pro sports leagues have done with the likes of Amazon and YouTube prove that they understand where the content consuming world is going and are already headed in that direction.
Boston Marathon Charity eclipses $100 million in donations for cancer over its 20 years. According to Tucson.com, Boston Marathon runners participating on behalf of the Dana-Farber Cancer Institute since 1990 have surpassed the $100 million fundraising mark. The research center says more than $500,000 has already been raised by runners in next year's race, putting it over the threshold. Dana-Farber was one of the first charities allowed to use the Boston Marathon as a fundraiser. More than 500 runners are expected to take part in the 2020 race as part of the Dana-Farber Marathon Challenge. They are hoping to raise $6.25 million. 100% of the money raised from the team's Boston Marathon runners supports promising cancer research in its earliest stages. The Boston Marathon is the pinnacle of marathon and media coverage and the race will make positive headlines as multiple charities will be highlighted on the day of the event next year, April 20, 2020.
Phillies coach Charlie Manuel will sleep on the street for charity. According to Crossing Broad, Manuel will be sleeping outside on a Philly street along with Larry Bowa and Phillies executives to raise money for the Covenant House “Sleep Out” program, which supports homeless youth. Charlie went on Twitter to explain that his family had 11 kids and that he “grew up poor,” so it’s a cause he can relate to. As of Friday, $1,415 of the $5,000 goal had already been raised. The sleep out will take place on November 21 and is not about pretending to be homeless. It’s an act of solidarity with the 4.2 million young people who experience homelessness each year. It’s a decision that we can’t stay indoors while so many kids remain outside. The funds raised will be donated to Covenant House, a shelter for kids experiencing homelessness and trafficking. Seattle, site of anti-racist protests in the wake of George Floyd’s killing, have faced logistical issues and clashes with city leadersSeattle was on the verge of taking one of the most radical steps of late toward large-scale police reform of any city in the US just last month.In the wake of the police killing of George Floyd in Minneapolis in May, and widespread police brutality and anti-racist protests, a veto-proof majority of council members voiced their support for defunding the police, slashing 50% of the department’s budget.But since then, they’ve faced a series of logistical roadblocks and clashed with other city leaders, and ultimately all but one of them have walked back their statements.The council instead voted for a much smaller round of cuts, including reducing the salaries of Carmen Best, who is Seattle’s chief of police, and members of her command staff as well as trimming about 100 of the department’s 1,400 police officers.Mere hours after the vote, Best, the first African American leader of the department who has held the position for only two years, announced her retirement.“The idea of letting, after we worked so incredibly hard to make sure that our department was diverse, that reflects the community that we serve, to just turn that all on a dime and hack it off without having a plan in place to move forward, it’s highly distressful to me,” she said during a news conference last week. “It goes against my principles and my conviction and I really couldn’t do it.”Best’s retirement will be effective 2 September. The Seattle mayor Jenny Durkan has appointed the deputy chief, Adrian Diaz, as the interim chief, but has said that in light of these cuts she would not start a national search for a replacement this year.“I think we have to make it through the budget season, we have to see what the council is willing to do for this department in the long run, because right now nobody would know what job they’re applying for,” she said during the news conference.The series of events have created much uncertainty over the future of Seattle’s police department. But it has also offered a raw look at the challenges and complexities involved in attempting to make changes of this magnitude to traditional law enforcement.Seattle is not alone when it comes to working to revamp law enforcement. In Minneapolis, where Floyd, a Black man, was killed by a white officer, leaders are looking toward completely disbanding the police department, and last month New York opted to move $1bn out of the city’s police department.Stephen Page, associate professor at the University of Washington’s Evans School of Public Policy and Governance, told the Guardian that what appears to be missing in Seattle, Minneapolis and New York is leaders transforming police reform from a rallying cry to a precise plan.“None of those discussions in any of those cities at this point seem to be taking seriously these questions of what, exactly, are we doing if we’re not funding the police and how are we going to do it,” he said.Last week, the Texas Tribune reported that the Austin city council unanimously voted to cut the city’s police department by one third, or $150m. The decision is expected to involve getting rid of funding for three police cadet classes, while boosting funding for social services and violence prevention programs.In Seattle, one of the key challenges during this process has been collaboration. While city council members have said they’ve tried to work with the police chief and mayor during the defunding process, at last week’s news conference Durkan characterized the last few weeks as an “absolute breakdown of collaboration and civil dialogue”.“It was both infuriating and deeply disappointing that the day after the chief stood in this room and criticized the council’s approach, offered her own approach and vision, the very next day they voted to slash her salary and the salaries of her whole team,” Durkan added.The council voted to cut $10,000 from the police chief’s annual $285,000 salary. Best, who has been at the police department since 1992, said that did not influence her decision to leave.The council president M Lorena González, council member Teresa Mosqueda and council member Tammy J Morales said in a statement that they were sorry to see Best go, and again stressed the importance of city leaders working together during the law enforcement reform process. But they also made it clear that this has in no way deterred their efforts.“The council will remain focused on the need to begin the process of transforming community safety in our city,” the statement said. “This historic opportunity to transition the SPD from reform to transformation will continue.”Isaac Joy, an organizer with King County Equity Now, one of the coalitions that has pushed to defund the department by 50%, said there is potentially a silver lining to Best’s departure: it presents an opportunity to find someone to lead the department who can be a “thought partner on listening and responding to the community’s demands, to divest from our police force, demilitarize our police force and start reinvesting and making Seattle a city that everyone can thrive in”.He also stressed that the leader should also be Black.Joy explained that’s because of the “police history, specifically as it relates to the enslaved, the Black population and that being the root of the police force. And so, in order to rectify and address that root, you do need Black leadership, you just, along with Black leadership, you need the support of the department, the support of the mayor, the support of the council.”Earlier this month, the coalition released a blueprint for cutting the police budget and reinvesting that money into such groups as those developing alternatives to policing and providing housing for people in need.On Monday, the council unanimously approved a resolution that includes a variety of goals for 2021, including creating a civilian-led department of community safety and violence prevention, and moving the city’s 911 dispatch out of the police department.In the fall, they will begin work on the 2021 budget, which council members have said could see much more extensive budget cuts.Dae Shik Kim Jr, an activist in Seattle and a director at the Grassroots Law Project, said while these initial budget cuts were much less than he and others fighting to defund the police department by 50% wanted, there could be built on. He referenced the fact that the council cut a police department team known for clearing homeless encampments.He said: “Victories like that I think can’t be overlooked because at the end of the day those are the things we’re really fighting for.”On Friday, though, Mayor Durkan announced that she had vetoed the council’s 2020 budget proposal, which includes the cuts to the police department. She said in a press conference that the budget didn’t “sufficiently look at the issues of public safety”. The council could override her veto with at least two-thirds support from members.

New Taxpayer Advocate highlights COVID-19 effects on the IRS and taxpayers in her first report
Erin M. Collins took over as National Taxpayer Advocate on March 30, just as the United States was coming to grips with the coronavirus, so it's no surprise that the pandemic and its effects on taxes are part of her first official report to Congress.
"Starting in the midst of a pandemic and witnessing IRS offices closing one by one was not the way I envisioned my role when I accepted the position," wrote Collins in the report's preface.
But, added Collins, there's been a silver lining.
In conference calls with her leadership team, Taxpayer Advocate Service (TAS) employees and the Internal Revenue Service's COVID-19 response team, Collins said, "I have been extraordinarily impressed by their commitment and focus on the health and safety of all employees during this pandemic, while still doing as much as possible to assist taxpayers."
That type of teamwork is critical to face the continuing tax and pandemic challenges the IRS and TAS face and which Collins highlights in her report, officially titled "FY [Fiscal Year] 2021 Objectives Report To Congress."
COVID-19 also is why a large portion of Collins' initial report examines how usual tax concerns, such as slow refunds and taxpayer service, are being additionally, and adversely, impacted by the pandemic and the ways the IRS has dealt with it.
Pandemic challenges to taxpayers: Collins praised the IRS' decision to postpone more than 300 filing, payment and other time-sensitive deadlines.
She also had kind words for the agency's People First Initiative, created to provide temporary relief from some tax compliance actions, as well as the agency's added task this year of distribution of COVID-19 economic relief payments.
But, and you knew this was coming because pointing out improvement areas is what the National Taxpayer Advocate does, Collins cited what she described as "notable adverse taxpayer impacts." They include:
Taxpayers who filed a 2019 paper return and are entitled to refunds may be in for a long wait. Since the suspended processing of paper tax returns due to COVID-19 office closures, it's now facing a backlog of 4.7 million paper returns. Even with recent and upcoming IRS office re-openings, Collins notes that it's unclear when it will be able to fully deal with these filings.
Some taxpayers whose returns were mistakenly flagged by IRS processing filters are experiencing lengthy delays in receiving their refunds. (Slow issuance of refunds is a perennial Taxpayer Advocate issue, most recently cited in January.) All tax returns claiming refunds are passed through filters designed to detect identity theft and other types of refund fraud and some of these filters are producing "false positive" rates of more than 50 percent. That means more than half the taxpayers whose returns are stopped by certain filters are entitled to the refunds they claimed.

Another topic that's always touched on by the Taxpayer Advocate office is the difficulty that taxpayers have in getting help from the IRS. Collins' report is no different. She notes that as part of its pandemic procedures, the IRS shut down its Accounts Management telephone lines, so taxpayers could not reach a live assistor by telephone. It also closed Taxpayer Assistance Centers, making it impossible for taxpayers to obtain in-person assistance. And IRS mail facilities also closed, making it impossible for the agency to log or process taxpayer responses to compliance notices. The only resources readily available were IRS.gov and automated telephone lines. The IRS has begun reopening its operations, but it will take some time before they are restored to full capacity.
Collins also expressed concern about the way the IRS is dealing with delayed notices. The agency prepared more than 20 million such documents that could not be mailed due to office closures. The IRS is mailing these notices now, but with some collection notices bearing old dates and include response deadlines that often have passed. The IRS plan to include inserts noting new compliance dates will be confusing and concerning to many taxpayers who may not read the inserts, said Collins.
CARES remedy created new challenges: During the country's dealing with the coronavirus, we've repeatedly heard that we can't let the cure be worse than the disease. That was directed at business closures' effects on the economy, but it also can apply to legislative efforts to provide relief to individuals.
The Coronavirus Aid, Relief and Economic Security (CARES) Act, which was enacted on March 27 and, among other things, created the economic impact payments, is a case in point in Collins' report.
The Taxpayer Advocate says that while the IRS generally did a commendable job implementing the CARES Act, taxpayer challenges remain. They include:
Individuals who did not receive some or all of their economic impact payments (EIPs), also referred to as stimulus amounts, may have to wait until next year to receive them. To date, the IRS has taken the position that most taxpayers who did not receive their full payments must wait until they file their 2020 income tax returns to claim the amounts as credits against their 2020 tax liabilities. Collins says, however, there is no legal constraint on the IRS' ability to issue additional EIP amounts as advance refunds during 2020. She says her office will continue to urge the IRS to provide full EIPs to eligible taxpayers this year as rapidly as possible.
Employers are struggling to determine whether they qualify for the Employee Retention Credit (ERC) and in what amounts. The ERC is a complex, refundable tax credit and the IRS has provided considerable guidance regarding when and how to claim the ERC. However, several areas require further clarification. If clarity is not provided, taxpayers will be more likely to make unintentional errors, increasing the risk of an audit. TAS will continue to advocate that the IRS further clarify these rules.
Businesses are facing challenges when seeking to utilize the CARES Act provision that authorizes the use of net operating losses to offset taxable income in prior years, and in some cases to receive refunds. For businesses to determine the optimal application of the CARES Act provisions so they can exercise their right to pay no more than the correct amount of tax, they may need to create and run complex financial models involving multiple tax years. The report says the IRS has provided timely guidance in the form of frequently asked questions (FAQs), but it expresses concern that FAQs are not authoritative or binding on the IRS.

Her initial message to Congress also deals with how the IRS is handling jobs assigned in connection with the Taxpayer First Act (TFA). That law, enacted last summer, was the most far-reaching revision of our tax system 1998's IRS Restructuring and Reform Act. It also includes 23 provisions recommended by the National Taxpayer Advocate, some of which have, again due to the pandemic, have been detoured.
Since it's a Monday (and I have some personal tasks to take care of today), I'll look at Collin's thoughts on the TFA, as well as her take on what she sees as insufficient responses by the IRS to her predecessor's prior recommendations, in future posts.
